Hungerford Neighbourhood Planning Referendum

Hungerford Town Council, assisted by community volunteers, have prepared a neighbourhood plan for Hungerford, which is also known as a Neighbourhood Development Plan (NDP). The purpose of the Hungerford NDP is to provide planning policies to guide development in the designated Hungerford Neighbourhood Area. The Neighbourhood Area covers the Parish of Hungerford.

On Thursday 27 November, registered voters in the Parish of Hungerford will be able to vote on the following referendum question:

"Do you want West Berkshire District Council to use the neighbourhood plan for Hungerford to help it decide planning applications in the neighbourhood area?"

Polling Information

Corn Exchange on the High Street
Croft Hall on The Croft
Tally Ho on Wantage Road

Register to vote

You must be on the electoral register to be able to vote in elections, polls and referendums in the UK. 

To register you must be:

  • aged 16 or over (16 and 17-year-olds are not able to vote in any elections, polls or referendums at present in England) 
  • a citizen of Britain, the Commonwealth or Irish Republic (see a list of eligible nationalities)
  • a European Union (EU) citizen of Denmark, Luxembourg, Poland, Portugal, or Spain
  • a European Union (EU) citizen of any other EU country who on or before 31 December 2020 had permission to enter or stay in the UK, Channel Islands or Isle of Man and this has continued without a break

The deadline for registration for this referendum is midnight on Tuesday 11 November 2025.

To register you can:

  • apply online on GOV.UK: this is the quickest and easiest way to register - fill in your name, address, date of birth, your *national insurance number and a few other details.
  • apply by telephone: you can phone the  Electoral Services team on 01635 519464 - you will need to have your *national insurance number to hand.
  • apply by post: a form can be posted to you - you will need to complete and return it.

*You can find your National Insurance number on official documents like a P60, payslip or letters about benefits. If you receive a state pension, it will be on your bank statement. You can also find your national insurance number on the government website (GOV.UK), but you will need to upload documents or provide comprehensive information.

The application should take no longer than five minutes to complete.

Your poll card

If you are registered to vote, you will be sent a poll card after Thursday 30 October 2025. This will tell you when the referendum is due to take place and how you will vote. It will state whether you are registered to vote in person, by post or have a proxy vote in place.

If you are registered to vote at a polling station, the poll card will give the address and hours of poll which will be 7am until 10pm. 

If you already have a postal vote in place, you will be sent a postal poll card after Thursday 30 October 2025 which will give details of your postal voting arrangements. 

If you already have a proxy vote in place, you will be sent a proxy poll card after Thursday 30 October 2025 with details of your proxy voting arrangements. Your nominated proxy will also be sent a proxy poll card, telling them how to vote on your behalf.  

Voting at a polling station

You do not need to take your poll card with you to the polling station to vote, unless you are a registered anonymous voter, but you must bring photo ID.

Voting by post or proxy

If you are unable to get to your polling station on polling day, you can apply to vote by post or proxy instead. Please see the table below for the deadlines for applying to vote by post or proxy for this referendum. You will need your national insurance number to apply and if you apply online you will need to upload your signature.

Please note that if you vote by proxy, your nominated proxy will need to go to your local polling station and take their own acceptable photo ID . If they do not have photo ID, they can apply for a Voter Authority Certificate.
